Stealing a car in two steps, both done by hand: pick the wafer lock in the door one wafer at a time, then find, strip and twist the right wires under the steering column. No progress bars and no skill-check circles.

What players do, in the order they do it
At the driver's door of a locked car the camera moves in close and a pick goes into the keyway. The lock is a wafer lock with 8 positions, each wafer cut to one of 4 depths. Hold light tension with one mouse button, move along the wafers and lift with the other.
With tension on, one wafer binds at a time. Free ones feel light and springy; the binding one is stiff. Lift it slowly until it clicks and stays up, and the next one binds. Lifted too far it jams the lock until the tension is let off. Forced, the pick bends: three bends and it snaps, and the alarm goes off.
In the driver's seat of a car without keys, the camera drops under the steering column. Each screw comes out by circling the mouse counter-clockwise. Too fast and the screwdriver slips.
A test light tells the wires apart: steady is battery, pulsing is ignition, flickering is the starter. The rest are dim or dead, and which colour is which is different on every attempt.
Grab a wire end with the strippers and pull down slowly. Pulling too fast nicks the copper, and that is a strike.
Drag the bare battery wire onto the ignition wire to twist them together, then hold the starter wire against the twist and let go inside the green part of the meter. Three strikes and the alarm goes off.
Players near the car see the props and the sparks and hear the sounds, quieter the further away they stand.
What players carry

Picks a door lock. Lost when it snaps.

Needed to hotwire. Can break on a failed attempt.
What you set, and what the server keeps in hand
Which wire is which, which wafers a lock has and the order they bind in are held on the server, and every step is checked there. A modified client can't skip the puzzle or pick faster than a person could.
The door lock comes fitted to 525 car models. One command fits it to every other car on your server, addon and escrowed ones included, with nobody at the keyboard.
How many wafers a lock has, how much it forgives and how stiff it is depend on the vehicle class. Some classes have an alarm that goes off when the door opens.
Picking a lock only opens the door, and by default a hotwired car only starts: no keys, and once its engine is off it has to be wired again. One setting hands out keys instead.
Server events fire when a pick snaps, when an alarmed car is opened and when a lock is picked, for your dispatch, logs, XP or stress scripts.
Lockpicking and hotwiring each have their own config, where either can be turned off, and their items changed or dropped. All text is in one locale file.

Get tr_core and tr_minigames from GitHub and put both in your resources folder.
In server.cfg, below your framework and inventory:
ensure tr_core ensure tr_minigames
Copy the two entries from install/ox_inventory or install/qb-inventory into your inventory, and the images from install/images.
After a later update, players need a full reconnect to load new props.
First release: lockpicking and hotwiring.
